After a surprise loss to Italy in Rome, France will be desperate to get back to winning ways but Owens believes there is no reason why Wales cannot return home with a win.
"No team is out of it and if we train well this week and transfer it to the pitch on Saturday we will be in with a chance of a result," he said.
"France have a great pack, there is no getting away from that but we have confidence in our own ability.
"They have got strength in depth but we can compete and we can't be afraid of them. We beat them last year and we definitely don't fear them.
"It's still all to play for. If you bounce back and get a result you are back in it straight away."
With the likes of Richard Hibbard and Ryan Jones returning from injury, Wales will travel to France with a number of different options, particularly in the pack.
"There is huge competition in the squad at the moment but we will see how training goes," Owens added.
"If I get the chance to play I will be more than up for it."
And after the Italian's victory in Rome on Sunday, Owens believes Wales must take heart from the performance of Sergio Parisse's side.
"Italy played very well, they stopped France's momentum and we have got to take confidence from that," he said.
"There are no easy games anymore and it's great for the tournament.
"We are creating chances but we have got to be a little more accurate because when we stick to our game plan, we can compete."
