London Wasps prop Will Green, Bath lock Steve Borthwick, Sale Sharks backrow Alex Sanderson and Newcastle's Dave Walder are also on the bench as Woodward tries to cement his 30-strong squad for the World Cup.
Of the 22-strong squad who beat Wales 26-9 back in February, only three - Joe Worsley, Danny Grewcock and Andy Gomarsall - return to Cardiff on Saturday.
