Boobyer scored a well-taken second-half try and fly-half Ciaran Thomas added four penalty goals as Llanelli fought back from a 9-14 halftime deficit to share the points. A win would have taken the Scarlets above Bedwas at the foot of the table, but they have another week at the bottom instead.
Elsewhere, League leaders Newport fought back from a 29-point deficit to pull off a stunning 37-35 win at Virginia Park. Fly-half Daniel Griffiths was the hero, scoring an injury-time try and coolly converting it to rescue the hot favourites after they trailed 6-35 two minutes into the second half. Griffiths finished the match with 24 points.
The Cheesemen dominated the first 40 minutes, with their well-drilled pack giving the backs plenty of chances in slippery conditions, but even a try to No 8 Andrew Williams as the second half kicked off wasn't enough as Newport scored 31 unanswered points in the comeback of the season.
Neath needed a rare victory in Cardiff to stay in touch with the Black and Ambers, and they made no mistake with a crushing 34-9 victory over the Blue and Blacks.
Neath ran in five tries in their first League win at the Arms Park for more than a decade.
Carmarthen Quins skipper Paul Arnold, who won 16 Wales caps at lock while playing for Swansea, was among the try-scorers as the Quins downed his old club, 17-13. The victory cements Carmarthen's third-place position in the table as their impressive season continues.
