That process has begun with the signing of Matthew Jones from Worcester Warriors - a Welsh exile returning to play in his homeland.
Jones, who was capped by Wales on the 2005 tour to the USA, previously played Magners League rugby with the Ospreys.
The 26-year-old made 47 appearances for the Liberty Stadium outfit, making his debut in 2004 before moving to England three years later.
Jones crossed the River Severn to play for Moseley and London Welsh prior to a move to Worcester in 2008.
He spent two seasons with the Warriors, playing 31 times and amassing 121 points.
'I am delighted to be joining the Dragons, especially after the season they have just completed," said Jones.
"In talking to the players, there seems to be a great team spirit, an eagerness to improve and play an attractive style of rugby which can only be good for me.
"I am relishing challenging Jason Tovey for the No10 spot and looking forward to competing in the Magners League and Heineken Cup."
"We are delighted to have signed Matthew and he is another Welsh player in our squad," added the Dragons' rugby manager Robert Beale.
"With Jason and Matthew in our squad next year, competition for the outside have berth should be intense."
