Wales' top-performing regions last term both suffered defeats last weekend and will be looking to quickly return to winning ways.
The Dragons have lost their past two matches in the Celtic League, but will be confident of victory at Rodney Parade after going through last season's tournament undefeated on their home territory.
The Scarlets slipped up at home to the Ospreys last Friday but they have won their past four away matches against the Blues, the Borders, the Ospreys and the Borders again.
Last season the teams met on three occasions in the Celtic League and Celtic Cup - twice at Stradey Park and once at Rodney Parade - with the home side winning on each occasion.
Scarlets coach Gareth Jenkins knows there is no room for error this weekend after he watched his side floored by the Ospreys and he has made four changes in an attempt to reverse last weekend's fortunes.
Adam Jones regains his place from Chris Wyatt in the only pack change. Garan Evans and Tal Selley come onto the wings, with Aisea Havili missing out and Salesi Finau switching to centre in place of Mark Taylor.
'We have to realise it is not just our physical approach but our mental one that needs to be looked at,' said Jenkins after the Ospreys loss.
"We all felt hugely disappointed after the game on Friday, we let ourselves down as a team in that performance, but now we're looking forward to Friday night's game and the challenge awaiting us at Rodney Parade, we've got to shift our focus now to the Dragons."
