The WRU takes its responsibilities towards safeguarding young people in rugby very seriously and requires everyone who has regular, face-to-face, supervisory contact with vulnerable persons (U18s/ vulnerable adults) to have an Enhanced Criminal Records Bureau Disclosure. The WRU uses the Criminal Records Bureau (CRB) Disclosure service to check the background and assess the suitability of anyone applying a voluntary position, such as CSOs, coaches, assistant coaches, first aiders, club drivers and anyone who meets the eligibility criteria.
An enhanced CRB disclosure is a document containing details of a person's criminal record drawn from national police records. It may also include details from lists held by government departments, plus checks against local police records.
The WRU complies fully with the CRB Code of Practice, Data Protection Act and other relevant legislation intended to ensure that information released will be used fairly, and also that sensitive personal information is handled and stored appropriately and is kept for only as long as necessary.
In line with Home Office guidelines the WRU does not practice portability of CRBs. This means we do not accept an applicant's CRB certificate issued from another organisation, only those processed through the WRU for the WRU. This is because the WRU as a registered body may receive additional information that is not printed on the applicant's copy.
You can now apply for CRB checks online, through the Welsh Council for Voluntary Action (WCVA) Criminal Records Unit. This will run alongside the current provision of paper forms available from the WRU Safeguarding Unit.
Currently paper applications can take up to a month to be sent to the club upon request, and then can take up to 6 - 8 weeks to be processed by CRB. The online system is website based. It is a faster, smoother, paperless application route that will reduce delays in getting your volunteers started in their positions. Applications are immediate, the average turnaround is between 3-5 working days, and the application site can be accessed 24 hours.
The WRU encourages all of its clubs to use the online service. It could significantly improve the way that volunteers are recruited. Those clubs with internet access at the clubhouse will be able to process all their volunteers on one evening, with an average application taking 30 minutes to complete.

The WRU is a Registered Body with the Criminal Records Bureau (CRB), which provides criminal records checks on behalf of the Home Office. Your application will then be processed by the WRU Safeguarding Unit and once approved or 'countersigned', your form will be sent to the CRB itself for the check to be carried out. This can take up to 8 weeks although most are issued within a 4-6 week period.
