Dragons Academy player Jimmy Norris played domestic rugby for Cross Keys during the 2006–2007 season whilst also representing the Dragons at U20 level in the U20 Reebok Regional Championships. Norris made his first start for the Dragons at the close of the season against the Ospreys in the Magners League.

A member of the first ever Wales U18 team in January 2005, Norris went on to be part of the Wales U19 set up during the 'Grand Slam' season of 2005–2006 and stayed with the U19 squad during the 2006–2007 season.

Norris was included in the Wales squad that participated in the U19 IRB World Championships in April 2007, having stepped up briefly to the Wales U20 side for a few matches as injury cover during their inaugural U21 Six Nations Championship.

Norris played in all five games at the Championships in Belfast and helped his team to their fourth placed ranking in the competition with tries against Australia and Argentina.
