| The Group Operations department is headed by Tim Burton. The department is focused on two major areas: Community Rugby and Support Operations. The Community rugby team develops all facets of the game below Principality Premiership level and is responsible for ensuring that both participation levels and standards of playing, coaching, refereeing and volunteering increase throughout Wales.
A new club services team is being developed to provide direct assistance to member clubs in all aspects of administration and business development. Support Operations has four elements: Human Resources, Information Technology, International Desk and Policy Development. International Desk covers the hosting arrangements for all Home International matches and the logistic support for all away International matches. It also looks after internal travel arrangements for all WRU Group staff. Policy development covers all key Group policies as well as key relationship management: Welsh Assembly Government, Sports Council for Wales, Unitary authorities etc.
