| The 25 year-old, who can play either on the wing or in the centre, joins Quins from the Dragons. Luscombe has won 15 international caps, making his debut as a replacement against Scotland in the Rugby World Cup warm up match on 30th August 2003, having represented Wales U21 earlier in his career.
He was part of Wales Grand Slam winning side in the 2005 RBS Six Nations Championship, starting in the victories over England and Italy. A regular in the Welsh side throughout this years Six Nations, Luscombe scored his second international try in the match against France at the Millennium Stadium (18th March).
“Hal is a very strong runner with the ability to break through the first line of the defence, which is a crucial commodity to have in the modern game,” said Dean Richards, NEC Harlequins Director of Rugby.
“His arrival, along with Stuart Abbott and combined with the players we already have within the squad, will give us plenty of experience and strengthen the competition for places across the back division next season.”
