| Williams, the former British Lion and Wales hooker, takes over at the Blacks who start their campaign away to Tenby United on September 1st.
Jones said: "There isn't a lot in rugby that Barry hasn't done. Anyone with that sort of experience cannot fail to do well.
"I'm sure that he will have a lot of positive input and he's got a lot of information to pass on and give to young players in his new coaching role. I wish him well."
Williams, capped 24 times, added: "My aim is to gel the boys together with a good game plan and hopefully push for promotion this season."
