A summary of WRU National League rules regarding promotion and relegation.
DIVISION 1 PROMOTION PLAY-OFF RETURNS
The champions of Division 1 East and West will clash in a play-off match at the end of next season to decide who will be promoted to the 2008–2009 Premier Division as the play-off formula returns after a season's absence.

The high profile and prestigious winner-takes-all match will go ahead provided both had met the Premier Division Criteria by 31 January, 2008.

There will also be promotion play-off matches in Division 3 and Division 5. The full promotion and relegation procedures for the end of season 2007–2008 will be:


PREMIER DIVISION – 14 CLUBS
The 14th placed Premier Division club will be relegated if the winner of the play-off between the Division 1 East and West champions had satisfied the Premier Division Criteria by 31 January, 2008. If only one of the Division 1 champions met the criteria by the deadline, the 14th Premier Division club will be relegated and only the Division 1 champion who met the criteria will be promoted. If any club in the Premier Division fails to meet the criteria by 31 January, 2008, they will drop to the bottom of the table for the final league placings for season 2007–2008.

DIVISION 1 EAST & WEST – 24 CLUBS (12 IN EACH DIVISION)
If the champion clubs had satisfied the criteria they will meet in a play-off match to decide promotion. There will be no play-off if only one or neither met the criteria. If both had failed to satisfy the criteria by the deadline there will be no promotion and no relegation, even if one or more clubs in the Premier Division had failed to meet the Premier Division Criteria. Under no circumstances will any club below the champion clubs qualify for promotion. The bottom two clubs in each division will be relegated.

DIVISION 2 EAST & WEST – 24 CLUBS (12 IN EACH DIVISION)
The top two in each division will be promoted. The bottom three in each division will be relegated.

DIVISION 3 EAST, SOUTH EAST, SOUTH WEST & WEST – 48 CLUBS (12 IN EACH DIVISION)
The winners of each division will be promoted. The two remaining promotion places will be decided by two play-off fixtures between the runners-up. The bottom two in each division will be relegated.

DIVISION 4 EAST, SOUTH EAST, SOUTH WEST & WEST – 48 CLUBS (12 IN EACH DIVISION)
The top two in each Division will be promoted. The bottom two in each division will be relegated.

DIVISION 5 EAST, SOUTH EAST, SOUTH CENTRAL, SOUTH WEST & WEST – 55 CLUBS (11 IN EACH DIVISION)
The winners of each division will be promoted along with the runner-up with the best playing record from all the divisions. The two remaining promotion places will be decided by play-off matches between the other four runners-up.

DIVISION 4 NORTH – 12 CLUBS
The top club will be champions. The bottom two will be relegated.

DIVISION 5 NORTH – 11 CLUBS
The top two clubs will be promoted.

DIVISION 6 EAST, CENTRAL & WEST 30 WELSH DISCTRICTS RUGBY UNION CLUBS (10 IN EACH DIVISION NOMINATED BY THE WDRU)

There is no promotion for the WDRU clubs from these divisions to WRU Division 5. The top club in each division will be champions.
